Hackers or incompetency?
The South African Competition Commission has laid criminal charges against “unknown” “hackers” who – allegedly – hacked a censored version of their final report into bank charges in South Africa. Parts of the document containing sensitive information was blacked out. According to Wikileaks, technical methods was used to decrypt and remove redactions from almost all parts of the report.
But doing this correctly in Adobe Acrobat is not easy, as a basic search on Google will reveal. Is the Competition Commission trying to hide their incompetency by blaming hackers, or was foul play really involved?
